SACRAMENTO — Barbershops and hair salons can begin accepting customers again in counties that have been given permission by the state to move faster on loosening coronavirus lockdown measures — a large swath of California that excludes the majority of the Bay Area.
Although Gov. Gavin Newsom let much of the state resume commercial haircutting and hairstyling Tuesday, the only Bay Area counties where people could receive those services right away are Napa, Solano and Sonoma.
Everyone else in the Bay Area must wait until their counties hit a series of health milestones, including a falling number of coronavirus hospitalizations and increased capacity for testing and tracking people who have come in contact with those infected with the virus.
Those are the same requirements for counties that want to allow sit-down dining at restaurants and in-store shopping. Of California’s 58 counties, 47 now qualify — but it is unclear when the majority of the Bay Area will join them.
Newsom said at a news conference Tuesday that he was pushing further into the next stage of his plan for lifting the statewide stay-at-home order he implemented two months ago to slow the spread of the virus. This next phase, he said, transfers “more accountability, more responsibility, more flexibility” to local leaders to guide the reopening of their communities.
Amid growing pressure from regions of the state that have not seen major outbreaks, the Newsom administration has issued guidelines at a rapid clip in recent days to resume religious services, retail shopping and other prohibited activities.
But Newsom is still deferring to counties choosing to maintain more sweeping restrictions on public life, including San Francisco, San Mateo, Santa Clara, Alameda, Contra Costa and Marin counties in the Bay Area. Barbershops and hair salons there will remain closed for the time being, as will most in-store shopping and sit-down restaurant business.
After Newsom’s news conference, Napa County said it would permit barbershops and hair salons to reopen, while Solano County officials said they were in the process of drawing up an order to allow them but did not yet have a reopening date. Sonoma County officials did not immediately respond to inquiries.
Even as the number of new coronavirus cases in California continues to rise, Newsom said stability in the number of hospitalizations and patients in intensive care, as well as increased testing and more availability of personal protective equipment, gave him confidence to reopen more of the state’s economy.
“It’s the combination of all of those factors coming together and beginning to paint a different picture in terms of our capacity to deliver what we’re promoting, but also respond as it relates to the unknown,” the governor said.
The 47 counties that are reopening more quickly than the central Bay Area have assured the state they have low infection rates, ample testing and tracing capabilities, and hospital capacity to accommodate a potential surge of coronavirus patients.
Barbershops and hair salons that want to begin accepting customers again must take safety measures prescribed by the state. The guidelines include discontinuing walk-ins and operating only by appointment; screening workers and customers for coronavirus symptoms, possibly with temperature checks; and developing a system to identify everyone who comes into close contact with an infected worker.
Employees and customers must also wear face coverings during haircuts or other services that require close contact.
Newsom said nail salons and other personal care services were still not yet permitted to reopen while his administration finished developing industry guidance.
New guidelines for summer camps, child care and schools are expected Wednesday, while Newsom promised that a plan for resuming movie and television production would be finished by the weekend.
The governor, who said recently that his hair had not been cut since the shutdown began, said Tuesday that three of his children gave him a trim over the weekend. They did not adhere to the state’s new rules on physical distancing and sanitation, he admitted.
“It was a family effort to remove what was described by my wife as, forgive me, a mullet,” Newsom said.
